Heather Culp BoujoulianDevelopment ManagerNew England Region
Heather Boujoulian joined Criterion in 2004, following her mentors Andrew Kaye and Jack Englert from JPI Partners, Inc. Heather is a development manager for the New England region, where she is responsible for managing all aspects of multifamily and mixed-use development projects.

During her tenure at JPI, Heather held several positions working for both the construction and development divisions of the company. Collectively, she managed design development and feasibility of more than 4,000 luxury apartment units throughout New England.

Heather holds a Bachelor of Science degree in Construction Management from Roger Williams University, where she continues to be actively involved in the Alumni Executive Council. Following undergraduate studies, Heather attended the Graduate School of Design at Harvard University, where she received a Master in Urban Planning degree. She is a member of the Urban Land Institute, the American Planning Association, and the Real Estate Academic Initiative at Harvard.

Development Manager James

James E. Pennington IIIDevelopment ManagerNew England Region
Jamie Pennington is a development manager for the New England region and is responsible for multifamily and mixed-use development projects.

Jamie joined Criterion in 2005 from Raymond Property Company, where he managed the planning, financing, construction and sales for the residential portion of a luxury mixed-use golf community north of Boston. Previously, he practiced architecture at several Boston firms, most recently with CBT. Collectively, Jamie has overseen the completion of more than $100 million of real estate development in projects of various scale.

Jamie studied architecture at Carnegie Mellon University and Montana State University and holds a Master of Science degree in Real Estate Development from the Massachusetts Institute of Technology, where he presently teaches on a part-time basis. He is a Registered Architect in Massachusetts and serves on the Zoning Board of Appeals in Newburyport, Massachusetts, where he lives with his wife and two children.
